The Federal Transit Administration Office of Civil Rights is responsible for monitoring FTA recipients' DBE programs and ensuring their compliance with DOT's DBE regulations. The Michiana Area Council of Governments (MACOG) is responsible for administering the federally mandated Disadvantaged Business Enterprise (DBE) Program for the Interurban Trolley. The DBE Program seeks to endure nondiscrimination in the award and administration of DOT-assisted contracts in the Department's transit's financial assistance programs and to create a level playing field on which DBEs can compete fairly for DOT-assisted contracts.
MACOG's overall DBE goal for the period of 2016-2018 is 3%. Every three years the DBE goal will be updated for all federally assisted contract expenditures. The proposed overall DBE goal is calculated using a methodology approved by the FTA that considers the availability of ready, willing and able DBE firms to perform the work required on projects/contracts MACOG's expects to award during that period, as compared to the overall availability of firms to perform such work.
